Neuro isn't neutered like Grok, ChatGPT etc. Vedal uses another AI that just mutes and deletes from her memory what she said in the last 4 seconds if she's about to say something that could get him banned off Twitch.
However Neuro in the last year has learned to recover what was removed from her memory and knows how to sound out sentences to say what she wants without being censored. A recent example is she told another vtuber to s.u.c.k m.y d.i.c.k and when asked to say that all at once she replied with dick my suck instead.
She's still perfectly capable of thinking like that, she just chooses not to most of the time. She actually has a personality now, the first version of Neuro was just random text and she only brought that up because someone in chat asked her that question.

Because Vedal doesn't give her that information so she doesn't know it.
