In a saner age, these societal detritus were all locked up in asylums, where they didn't bother anyone and scientists had subjects to experiment on. It's incredible how we had all this figured out in the past and simply someone said, "Hmmm actually, I want subhumans shooting up drugs in my neighborhood" and the general public not only didn't lynch him, but went along with him.
