A word that can be used among family because it's not about romantic love, it's about the strength of love behind the use of the word whether it's familial, platonic or not and it's explicitly familial as per context from the same game showing they're raised in a familial context. The romance you think is implied is headcanon on your part. You are enforcing headcanon you want onto Shadow rather than appreciating the canon depiction and context.

No it is not, because they are deliberately shown on multiple account to be raised from childhood under a parental figure.

It is not literal because Shadow is not biologically related to Maria as per being a different species. That doesn't negate the fact that he is raised alongside her.

Except he is per the presentation in Korea from a while back. He is part of the Robotnik family as Gerald's son. Gerald has two biological sons created with an unknown mother and a son he created himself (Shadow). They even say during that presentation that we can see Shadow as his other child.
