Green & blue have been a weak color pair due to not having strong enough removal. Due to the new play booster all cards need stronger removal to deal with bombs. Monstrous Emergence for DSK was not strong enough despite not requiring a creature on the battlefield so Diplomatic Relations needs to be a card strong enough for limited but weak enough for constructed.
