We was too weak and warm hearted.
His downfall began 1905 when he accepted the american brokered peace with Japan making it the first European empire to lose a war against non human savages while the Japanese hoped for exactly that and knew if the russians marched their army to the east they would have kicked out all japs out of Asia.
Like I've said before he never wanted to rule but he was born into this rule and was not his choice.
