Yes, they are. Tails Adventure has a wallpaper on Sonic Channel, and Sky Patrol has a "sequel" in IDW which is canon as well.

It doesn't matter. The games exist. Tails has had his own adventures fighting villains all by himself using his core strengths: his flight and his brains. Tails has already been cool. Upset that he hasn't been able to show that lately? Then get mad at SEGA. Not Tails himself. He's trying his best, so support him as much as you can.
