Yeah I don’t think so. I don’t think there was any possibility of a peace deal with the Soviets. The commissar order shows that it was a war of total annihilation. One side was going to be completely destroyed. What you saw happen is what would have happened if Germany had won except it would have been the USSR being totally destroyed and then desovietized.
As for everything else who really knows. Different plans were floated at different times. Things changed as per the geopolitical situation. In our timeline the Germans did create a Free Russian government to replace the USSR. The Japanese also had something similar. Who really knows what would have happened if they had won. They lost so we will never know.
