That's more or less a major path for misinformation to spread. It's "harder to use" because you need a third-party utility to import 3D art assets. It's not "harder to use" to actually do things with the toolset itself. The telephone game warped and twisted that shit with a lot of chaotic toxic early internet forum drama. If you are not confused by the Infinity Engine (from which NWN2's engine direct descends via NWN1's engine) or Near Infinity (the fan-made and maintained toolset for editing and modding the old Infinity Engine games, which Beamdog made use of for its Enhanced Edition of BG1 and BG2, though they did have the source code for the games which they did use to externalize a lot of features for the EE versions, but I digress), if you're comfortable with actual development software and maybe writing some easy scripts, the NWN2 toolset is perfectly reasonable and capable. It's literally the toolset which the developers used to make the game.

Teenage me script-kiddied custom spells and dungeon adventures with it back in the day. If children can use it to make games, no one can complain about it.

For comparison, look at how MMOs of that era were done... This is Everquest. It's an infamous nightmare of sloppy, lazy and amateurish bullshit and it didn't even have a fucking toolset. The devs were making it with a goddamn notepad.
