There are certain Engage characters who need to disappear from banners for a few years and Celine is one of them along with Lumera, Veyle, MAlear, Fogado and Lapis
They aren't popular enough to justify the rate at which they get content, they are overused and it's boring
If they wanted to toss Engage a bone they could have done Jade or something who isn't in the game yet, but no, they've pulled a Veyle again and keep trying to ram a literal who nobody down people's throats hoping FEH can make them popular
