Alrighty, figured it out, it's a glitch with copying dabi's gamma, very easy to activate:
>copy dabi's gamma by getting hit (or having him as a teammate)
>switch to your copied quirks, then activate dabi's gamma
>press R to switch back to monoma's quirks while dabi's gamma is active
>doing this will deactivate dabi's gamma, it will even do the fire explosion around you as if you deactivated it normally (not the big explosion you get when the timer runs out, it's the small one you do if you press gamma again when its already active to turn it off)

Monoma's gamma will no longer deactivate when getting hit or even knocked down, it will only turn off by re-pressing gamma, attacking, or letting the timer run out. the glitch remains even if you switch to your copied quirks, letting you abuse monoma's CD resets for what's practically infinite uptime on his gamma (awesome right? :'D)
Side effect of this new invulnerable gamma is that you can no longer copy enemy quirks with it, since hits dont register anymore, i'm pretty sure you can still copy allied quirks to change the gamma though.
Like shadow said here >>1824375, the only way to turn the glitch off in training mode is to change to another character, so in a real match, i don't know if there is a way to turn it off, apart from maybe getting fully ko'd then rezzed.
