It seems dangerous to create a void in the soil, would be worried for the large diameter blades, I think even a massive machine could fall into a sinkhole. Doubt it would be approved to do that with more than 1 layer. Guess one thing is true, they aren't a biohazard and can just be stuck in the ground anywhere.

I think they could bring in a machine to do it but they are just too cheap to do so.
