Not entirely sure what you're arguing, Hatred AO rating says that it's because of Intense Violence, Blood and Gore, and Strong Language. GTA has way more of all 3 of these but those games only get M ratings because they have stories and plots that aren't entirely about killing. Hatred absolutely got an AO rating arbitrarily simply because of the presentation, the whole story is that you're playing a mass shooter. If the story was about anything besides that it wouldn't have gotten the AO rating.
