Based on what I've seen as a casual observer, I'm almost certain it's newer players or Arena players that told WotC they want strong cards for RDW because they either thought it would make standard cheaper, it would make standard faster/less thought-intensive, and among certain individuals, they thought it would make red better for commander. You literally say it yourself:

Those are probably the people that play competitive Magic the most because it requires little to no thought for them.

I think WotC has become very aware of how bad green has become. EoE has made very clear their intentions to make green strong in standard. Hemosymbic Mite, mainly in gruul decks, has a lot of opportunities for consistent turn 3-4 kills. I'm almost certain we're gonna be seeing a lot more green in the next year, if not the next few months.
