There are no categorical numbers between each commandment, people commonly call them the 10 Commandments. That said, Christians agreed for nearly 2000 years what the 10 Commandments were until the Calvinists split the first commandment and reinterpreted it.
Calvinists relied more on Exodus' English phrasing rather than Deuteronomy chapter 5's language, this led them to change the 10 Commandments by splitting the first commandment into two. But again, this detracts even from the way Luther and other protestants saw the 10 Commandments. Not to mention the nearly 2000 years of church history at the time they decided to reinterpret the first commandment.

Deuteronomy 5 reads as follows:
6‘I am the Lord your God who brought you out of the land of Egypt, out of the house of bondage.
7‘You shall have no other gods before Me.
8‘You shall not make for yourself a carved image—any likeness of anything that is in heaven above, or that is in the earth beneath, or that is in the water under the earth; 9you shall not bow down to them nor serve them. For I, the Lord your God, am a jealous God, visiting the iniquity of the fathers upon the children to the third and fourth generations of those who hate Me,10but showing mercy to thousands, to those who love Me and keep My commandments.

The fist "shall" informs and frames the following versus. I agree with the interpretations of the Church Fathers. Given the context I really don't think it's saying you can't carve any image ever. It's saying not to create idols because it's an expansion of detail into the "You shall have no other gods before Me" commandment, explaining specifics.
