NTA but not optimized? It runs its effect on the frames as they are loaded. Try the other modes if Mode A is too sharp (which will introduce artifacts of another nature). You might be sitting too close to the screen, as well.
No, it isn't a silver bullet to make everything look amazing but it is very good at thickening up lines in older works... but then Gonzo should re-release Welcome to the NHK! Anime4k or any similar projects of this sort are crucial to watching older anime. Really helps some, others you will notice a marginal improvement but better than nothing, ya know? I'm watching Welcome to the NHK! right now (mode B), looks good.
I love the art style when the lines are very loose and the characters are very kind of "floaty" in NHK! The Tatami Galaxy had a style or something similar in some scenes IIRC. Gonzo used to do great work: FMP!, Hellsing (which desperately needs a re-release of some kind), Gantz, NHK! ... what happened? They work on anything worthwhile lately worth watching?
