No idea about the specifics, but it takes about 25 days worth of actions (with the monthly), headpats and Wilderness to get someone to 100% bond. I noticed that when patch halves last 28 days I can 100% the new character before the next banner, but I was short on the 21 day patch halves.
Bond starts growing very fast but gets increasingly harder to build later on.
