His pokes apart from the now buffed 2S are still very bad, either because they have horrendous range and hitboxes or are 3-4 frames slower than moves of similar range and combo output with like 4-5 extra recovery frames tackled on top. His dedicated anti air options are really good as anti airs but they are dedicated to that job only and none of his other options hit opponents in the air while even characters with weak and stubby pokes have some buttons to throw out that'll catch jump ins or attempts to jump out. Like you said, his pressure and oki are also extremely limited. His movement is slower than average and he has no air options or good air buttons. His main defining mechanic still loses to very common options without even needing a read in most cases and the fan super is still one of the biggest wastes of super slots in the game.
He does have a fat health pool with generally good damage, good meter gain and spin does work well in a few specific matchups but his kit is still full of holes. Them nerfing moves at random also didn't help, why did they take the HKD out of Kou if they were going to nerf his already weak oki pressure anyways, why is 6HS nerfed to a point of being a hindrance in the case of accidentally pressing it as opposed to be a reliable combo tool and a way to check against backdashes which he desperately needed thanks to him having the lowest possible active frames on all his damn moves AND have close to no reward even on big CH's?
