I can kind of see it, but only in the same way I can kind of see Sans and Undyne and Jevil and Spamton in it. The attack the Memoryhead uses seems more significant: I think these faces are supposed to parallel the Mystery Man sprite. Some people disagree, noting that it's not an exact resemblance, and that there aren't a lot of ways to render a "face attack" in Undertale's bullet box without it looking like Mystery Man. But I have a hard time believing Toby could put this in without being aware of the similarities.
