NVIDIA can't even release a publicly downloadable real-time demo of this tech.
By the time the neural texture compression feature is available in actual games, there's going to be RTX 60/70/80- generation cards that will run this feature at lower rendering latency.
This is worse than shilling RT when Turing cards just launched.
