If I had to do this idea I would have it split between German occupied Ukraine and the insurgency of your choosing as in two separate countries rather than having to actively ruin the country you are playing as for a second time. Have some skirmishes for rural regions before having an al out war (uprising for le narrative) break out. Insurgents get a deal for bread from Germany or something and there you go.
