Dev do you have any insight into how "flat" ASPD increases work vs %?

Left is Alca Bringer which at that refine gives "+4 ASPD"
Right is the Ein3 sword which gives "reduced after attack delay by 10%"
Somehow I have a higher speed initial with +4 and lower buffed speed than the 10% one.
Both use the same script on ratemyserver so i'm at a complete loss.
