The origin is Greeks rather than Romans. A large penis was associated with lust and earthly pleasures. Two important things to mention here is that most depictions of the naked human figure belonged mostly to gods and goddesses, and even when depicting athletes which were another common subject they usually were rendered with the same idealized proportions divine beings did.
There's an interesting parallel with female body hair, almost all divine figures are hairless because pubic hair was considered lustful, earthly, completely unseemly in a representation of an ideal body.
The association is more interesting than most people think though, because people seem to believe that it was as simple as big dick = bad small dick = good. A big dick was still associated with virility and fertility (for example Priapus), it's just that it was also associated with no self-control in a culture that put a lot of value in it and low intelligence. Hence it was common to use it as a short-hand for "this character is stupid" in theater and such where fools were often depicted naked with large dangling penises, basically the origin of the term "dick-brained" I guess.

This however didn't really apply to the women. (Attractive) Women throughout Greek and Roman culture have been depicted with curvy figures, full thighs, hips and breasts, etcetera. Women were already assumed to be more enslaved to the earthly passions by default so there was no need to create a differentiation like "women with large breasts are lustful".
