Yeah for some reason they had a mountain behind the windmill earlier on but they deleted it in the final game. You can still see it in pic related, and its invisible geometry if you open the level in a level editor. The distance would've still been wonky, but at least the idea that Iron Keep's meant to be on top of it would've come across better
