But other things like the janitor agreement are real things, the template system can be seen on the leaked screenshots of /j/ and the team.4chan.org admin panel and even in the phpmyadmin screengrab.
That plus I run an altchan (April was really wild), and had to deal with rogue mods and spam attacks, so I understand the pressure the 4chan admins would be in. The templating system is simply the easiest way to keep track of the chaos, and when you have janitor recruitment every year, losing a good mod due to having too many logged errors is not a big deal when the system keeps out the multiple actual bad ones.
