Nah it's just an artistic indulgence. Consider all the other alternate outfits she has that barely add more compared to her default sarashi while Frye's outfits frequently accentuate her breasts it's clear flat/busty was meant to be another one of their visual contrasts.
Hell look at the in-game screenshots for Raiders of the Lost Splatoon, her top is loose enough that the straps rise off her shoulders at some angles. No breast-suppressing effect there.
