Fukuda is not the only person that works on the Cosmic Era setting. He isn't the final word on the canon, Sunrise is. A page of a gunpla manual or guidebook is inherently reliable, while interviews usually get cited shittily as "in an interview" or "across several interviews" with no direct quote or statement of where the interview was published. This makes it so your interpretation becomes the only one anybody else can access.
Case in point, you say this:

Is that what he said? Here's the actual text where he talks about it. He says that it was conceptualized as an EMP weapon, and he only considered making it a miniaturized version of a gamma ray laser or microwave weapon, before realizing it would be terrifying if they could miniaturize those, so it ended up the way it did instead. He also considered making it like the moonlight butterfly, but it ended up just becoming the moonlight butterfly, so that was no good.
