Yes -- Mostly because they ( some) are completely ignorant on how anything works let alone the system. So they can vote to " Feel Good" , to do what the TV told them was the smart thing, and can walk away thinking that the system will just absorb their poor decision and things will carry on the same as it was .

Others ( those in charge/ power ) might have an idea on how the system works but still don't care, for any failure in the system wont effect them. So they can have the teary eyed moment of feeling good about themselves as a Judge before setting the Refugee rapist / killer free . Because it wont effect them ... he is not coming around their neighborhood . The bus he rides doesn't stop on their street , so time for "feels".
