The leagues commissioner has a massive hard on for selling his product to people in large populations but he'll do it at all costs even though hockey is not natural to the region. When the team isn't good nobody gives a shit about them and the team dies. Which is what happened to them. They were even denied twice by the city to build a new arena in two different areas. So they had to move to a more "traditional" market where people actually might care about a hockey team.
