9950X3D + 2 x 3090 Ti & 4 x 4 &8gb DDR7000?

Are dual (or triple/quadruple) 3090 Titaniums worthwhile? I just feel that 4090 & 5090 are actually less powerful in general due to their perceived power coming from optimized hardware instead of raw horsepower... making 3090 the best all-around card available.
