My man I think you fundamentally underestimate the Imperium's culture. This is a society in which they will harvest someone's skull and brain so to become a door, a radio or whatever other mundane shit. If they can make something gaudy, they will double it. If they can't, then someone will have to die so they can. It makes sense for the lower ranks of a penal legion to have nothing but rags, but as they move up get any supplies they will wear as much gaudy shit as they possibly can - as this is their culture.
