What an absolute retarded statement when the stamina bar is just a cool down variant. And then what about charge actions, the mirror opposite to cool downs. The issue isn't whether cool downs are lazy, it's about how they're applied. When anything is ever used from a resource pool, the shit never gets used because there's a mindset that you might need it for later. That has always been bad balance, and is something no one ever addresses.
