Here's what would happen if her plan went through. Some adepts would go on murder sprees. Others would try to stop them. Others wouldn't do shit. Her plan was doomed from the start, because for all of her intelligence, she's naive as fuck. She accuses GV of having a narrow outlook on things from growing up in a "peaceful country," but so does she. She's grown up in Eden's garden. She thinks that most adepts will be like her adopted family: that they will just come together, fight off the minos, and live in harmony. Even the ones who are serving will see the light in the end. Only a handful of bad adepts, like Gunvolt, will stay on the side of their oppressors. But adepts aren't like that. They're just as prone to fucking each other over as regular humans are, just with more bombast and fireballs.
