I think DT was so noxious they are scared of bringing anything along. If they were competent Square would do some kind of clandestine canvassing of the community (by which I mean the Japanese) to get a feeling for what they'd want. The reason Graha tia got to come along was the fawning adoration and praise of Ishikawa, so she had the carte blanche to keep a character they wanted around. If you don't earn that level of accolades then you're not going to get your donut-steel to join the main crew, even if you turn things around mid-stream like Speeen got in 7.2.
