This should be abolished. I think a thousand years of government has proven Norway to be an extreme, almost ideal exception. Governments must not be permitted to hold someone involuntarily beyond a few days or a week, Phil Zimbardo's prison experiment shows how quickly polite pretense devolves. If you need to exclude people, expatriate them or maintain at least 33% of useful land as walled up badlands for the excluded to live in peace from state molestation. It disappoints me that we don't have more armed rebellions and dead servants.
