Between last weeks' author comment and him saying he created sakasakyo with the final confrontation with Fubuki in mind, I think he had both the beginning and end of the manga planned out more thoroughly in advance. And I suspect that whatever he did have planned for the middle got messed up somewhat by having to dodge the axe, which would no longer be a concern.
Although, I mostly disagree with the idea that it ever got bad. The Akiie arc was the weakest part to me, and I still thought it was decent. And it introduced best boy.
