Like I suspected, there's your issue. Because of how you can regurgitate disks over and over, you end up seeing dramatically way less disks (less than half) if you force target tuning. Once you have a "usable" baseline set of disks, you should never touch this until your disks are so blatantly godlike that your chance of rolling any improvement elsewhere is near-to-actual-zero.
There's no reason to pay scam-tier rates trying to tunnelvision improvements on each disk one by one when the rest of your disks in the other 5 slots are some gradient of garbage that could stand to be improved still. Especially for multi-purpose 2pc sets, even if you already have a godlike disk in some slot you're not going to be upset to see another. Something like pic related, there's no way in hell I'd ever target-tune D6 Woodpecker but when I pick up something like this while building another character it's easy to find it a home. You'll spend a long time pecking through irrelevant disks for the exact one you need, but in the process you'll slowly refine all the other stuff around + improve other tangential characters in the process.
