If you're ramping with Moltres then you have to give the energy to Ho-oh since Moltres' energy is restricted to only fire mons. Ray is enabled with just one Ho-oh attack, so no need to preemptively charge him manually.

It's probably not perfect but this is what I'm using right now. The singular Torkoal is there to get past electric chickens.
