Yeah when I actually think about even if Xaldin was still a member of the real org I doubt he would've contributed much to the game. He could've made a small appearance in one of the Disney worlds like Xigbar did in Olympus but other than it wouldn't have been much had he been left in. Which is probably why Nomura cut him. And had they kept him there's a good chance he would've been a turncoat looking to atone like Vexen and Saix which is kind of unnecessary unless you have him sacrificing himself to help Ansem the Wise escape from Ansem SoD or something.
