Terra that we know as "Terra" isn't the real earth and isn't humanity's original cradle.
Emperor just moved the "capital" onto another planet during the Age of Strife and renamed it as Terra as to safe guard humanity's true home.
It failing is by the Emperor's design so he can be reborn eventually but in doing so he doesn't endanger humanity's home.
