Somehow the system that can locate 4 plastic baggies of research samples that legitimate Chinese researchers brought in for a fungus that was already present in the US and ravaging the countryside, for the expressed purpose of researching and trying to fix the issue (which would have won them prestige frpm both the American people and the Chinese people, which they would have wanted even if for vain reasons), fails to prevent thousands upon thousands of kilos of illicit drugs entering the country.
