Unlike the others, Enna had no experience as a streamer. She "just happened to be" best friends with Millie, the top billing, and Elira, who we now understand is the queen bee. She admitted later on that she sent in a joke application, and probably shouldn't have been hired. Ethyria strangely had 4 members instead of the usual 3, hinting that some room was hastily made for a 4th person. There's rumors that Millie made her hiring contingent on her "bestie" getting in as well.
The Reimu model is significantly downgraded from the others in terms of quality. This model was probably commissioned on a last-minute basis to make room for the 4th addition to the wave. Enna said that she initially was supposed to have it, but somehow or another she managed to get her hands on the significantly higher-quality Enna model. Millie used the argument that they wanted to be "cute girls together". Though Enna has always had an eye for quality, and whenever she notices a high quality fanwork she will laser-focus on it. She obviously noticed the much higher quality of the Enna model and bullied her way into it with Millie. Reimu was just a willing doormat.
This decision of hers was probably a mistake, since her attempts to be "cute" with this model were a complete disaster and barely even lasted a week. I think it was more important to her to flex her social power and gain control of the model, than it was to actually use the model for its intended purpose. She didn't think so far ahead.

The contrast between her shitty personality and the cute smiling model has cultivated the most bizarre fandom of all time. People who believe to their heart-of-hearts she's a cute silly girl, even as she trashes them and disrespects them openly.
