Is it possible to use the scenario editor to create a run with a permanent solar flare, start as tribal, and then remove all non-tribal factions and create a fully low-tech world where the only guns and whatnot are the stuff you get from abandoned complexes and whatnot? I guess you'd also still be able to develop psycasters with anima trees?
