Yes, there are recurring character design elements. That is NOT sameface.
Here is a page with 3 different middle-aged big-nosed balding men.
Mustachio has pronounced cheekbones, defined eyelids, severe lines around his lower mouth and a distinctly triangular nose.
Raincoat has a very rounded face, a much more circular shape to his nose, no definition on his eyelids and, despite making a very similar expression to Mustachio, a clearly different shape to his low mouth.
Meanwhile Suit is clearly blockier. He has a defined jaw, something the other two lack, defined brows, a stockier (but still large) nose. It's not as obvious here but his expression are drawn with much less lines around the mouth, giving him a different impression from Mustachio.
They all have different faces that are recognizable even if you put them in a vacuum with no other identifiable factors. They are not the same face. If you think they are the same face, you might have some degree of face blindness.
