For me, I agree, it would not be as profitable if I did not have the 1 to 1 net metering. And when I first installed solar my state needed more solar because peak solar hours did well to counter the demand at those hours. So 1 to 1 was good for the power company as it directly lowered their peak demand costs, and solar grid tie customers would use most of their power on off peak hours.

But as more solar came online the usefulness of that power for the grid has diminished and now we get what they call the duck curve, a normal grid really likes about 15% of its total power from solar, but it has a hard time handling more than about 30% of power from solar. So I understand them ceasing to offer 1 to 1 net metering when it no longer benefits them.

Mostly so far they have been landfilled, sometimes with the aluminum being scrapped. These panels last about 30 years and there are not all that many large solar installations hitting end of life being torn down yet. Older panels had more silver, like $22/panel or so and if silver prices go up so will the scrap value. The aluminum scrap value currently is somewhere around $4.

With more panels hitting end of life solar scrapping will pick up and in 10 years I imagine almost all panels will be recycled.
