I think these pursuers are different from the one seen in a game like Amnesia the Bunker. All the RE ones only appear occasionally for short bursts of gameplay. RE2R Mr X was great but he only showed up as you were on the way out of the RPD.
To contrast, Amnesia the Bunker is centered around its pursuer. Every mechanic in the game finds its tension and risk/reward in how it relates to the beast. It's the only real enemy in the game and after the intro it's lurking around for the entire game except for one area. Something like that appearing in RE9 would be different for the series, but Capcom don't have the guts to let that happen so it'll surely be tied to just one level, if not just *part* of that one level (baby in RE8 style)
