Tire plug kit and a tiny air inflator like pic related. Unless you have an ancient bike, the only issue you're likely to encounter with enough frequency to justify carrying a tool for it is running over a nail and getting a flat tire. I've been riding for years for a few tens of thousands of miles per year and flats are the only issue I've encountered that needed to be dealt with immediately.
