I would give precedence to one of the named but unrealised factions. But if I had to make a completely new one, with no basis on previous mentions or other fluff, I'd make evil dragon wizards from the southpole, with kobold and dragonborn servants, more classic sword&sorcery designs over a proper historical reference.
