It's the same as WHFB. there are also books with army lists for ancients, medieval, LOTR, and a few other things.

>why doesn't my army have 500 pages of special rules?
because the writers understood the value of abstraction and cared more about balance than selling the new kit. this is a good thing.
>why doesn't my army have Unit X From Total War Warhammer IV?
units are rarely added to tournament warmaster lists. they give fucks for balance and stability.
if you want to play new units, it's easy to proxy. this is a bonus of the stat lines being abstract. you can run a lot of units to count-as modified versions of older units by adding magic items or banners. you can also use regiments of renown to proxy in unit types that are not normally part of the list. this can extend to players reskinning entire armies.
