it already feels like they WANT to make a higher rarity than 000 but just haven't yet.
it's why walpipi stuff is locked for 3 months at a time.
why recent Big IDs require you to have unlocked other IDs to get their full kits.
it's basically them trying to make a "higher rarity" ID in roundabout ways.
eventually they're just gonna stop messing around and just announce "000 EX" or something
