I'd agree with you, I think Tann's physiology is different enough from a real life goat so it wouldn't be quite the same, just a little unusual. But in the game's Tokyo I'm sure even if it was considered that by some, the cultural shift of having 23 other worlds connected to it made it easier for most of them adapt to each other's customs and intricacies. Or it did eventually, I think Shiro mentioned it was pure chaos when all the Gates started opening.

Yeah, I wasn't there for that one but the wiki comments seem to agree. I could only find mentions of Ahab and Sandayu being nerfed in the other glossary wikiwiki has for less lore-related stuff.
